Jeffrey O'Konek
Project Manager for the DHS S&T Science and Technology Operational Research and Enhancement (STORE) program
Mr. O'Konek is a retired Naval Special Warfare (NSW) veteran with over two decades of special operations experience. A Naval Special Warfare Development Group "Plank Owner," Mr. O'Konek served in a multitude of capacities during his 22-year career, retiring in April 2001 as a Chief Warrant Officer.
Mr. O'Konek has a wide range of Special Operations Force (SOF) experience; however, the latter portion of his career was spent supporting NSW Nuclear, Biological, and Chemical (NBC) Weapons of Mass Destruction (WMD) mission requirements. In this capacity, he developed, implemented and managed all aspects of NBC/WMD training to include conducting classroom and field instruction as well as full-scale military exercises. He also served as a member of the Technical Assessment Team responsible for identifying, evaluating, and adapting Commercial Off-the-Shelf (COTS) technologies and emerging scientific concepts that showed potential for the defeat of and defense against NBC WMD.
Following his retirement from the military, Mr. O'Konek supported the Defense Threat Reduction Agency (DTRA) Improvised Explosive Device (IED) Defeat Program. He also provides support to the Department of Homeland Security (DHS) as the program manager for the Terrorism Prevention Exercise Program (TPEP) pilot course and follow-on program, and as the lead for the Terrorism Prevention component of the congressionally mandated Top Officials 4 (T4) exercise. Mr. O'Konek and his team designed, planned, and executed multiple domestic and international Terrorism prevention exercises involving top officials at every level of government, as well as representatives from the international community and private sector. He also served as the Ground Truth Manager for the DHS National Level Exercise (NLE) 2010 and was responsible for the content and accuracy of the Improvised Nuclear Device (IND) weapons effects information, critical for Federal Department and Agency exercise planners to develop Master Scenario Events List (MSEL) injects for Federal NLE 2010 participants.
Currently Mr. O'Konek is serving as the Operations Program Manager for the DHS Science and Technology (S&T) Apex Science and Technology Operational Research and Enhancement (STORE) program. Mr. O'Konek leads a team of subject matter experts responsible for the development and implementation of a Decision Analysis Tool (DAT), a process for providing defensible budget, acquisition planning, and assistance with the implementation of technology enhancements in support of a DHS partnering component. By employing innovative systems process engineering and Federal acquisition techniques the DAT will establish a documented and repeatable process to review, assess, and recommend the potential investment value of a technology or product in fulfilling a DHS component capability.
